Summary
Purpose
European standard ETSI EN 319 532-4 (version 1.3.1, January 2024) defines the interoperability profiles of Registered Electronic Mail (REM) messages between providers
ETSI EN 319 532-4 V1.3.1, § 1 ScopeETSI EN 319 532-4 V1.3.1, History. Its scope begins as follows:
The present document specifies the interoperability profiles of the Registered Electronic Mail (REM) messages according to the formats defined in ETSI EN 319 532-3
It deals with authentication, authenticity and integrity of information, and also defines a common baseline (REM baseline) for technical interoperability between providers under different regulatory frameworks ETSI EN 319 532-4 V1.3.1, § 1 Scope ETSI EN 319 532-3 V1.3.1.
Who it applies to
To providers of registered electronic mail services that exchange messages with each other ETSI EN 319 532-4 V1.3.1, § 5.1 General requirements. Implementing Regulation 2025/2162 also targets the EN 319 532 series for owners of conformity assessment schemes (see below) Art. 6(3).
Key points
- SMTP profile: the profile applies to exchanges between providers that use the same formats (based on S/MIME) and the SMTP transport protocol ETSI EN 319 532-4 V1.3.1, § 4.1 Introduction ETSI EN 319 532-4 V1.3.1, § 5.1 General requirements.
- Three requirement levels: M (the system must implement the element), R (it should), O (it may), always presented in tables ETSI EN 319 532-4 V1.3.1, § 4.2 Compliance requirements.
- A single profile for both styles: Store and Forward and Store and Notify use the same protocols and formats; only the mandatory evidence differs ETSI EN 319 532-4 V1.3.1, § 5.2 Style of operation.
- Constraints: on the interfaces (submission, retrieval, relay, common service interface), on the MIME headers of messages and on evidence ETSI EN 319 532-4 V1.3.1, § 5.3 REMS - interfaces constraints ETSI EN 319 532-4 V1.3.1, § 5.4 REM message constraints ETSI EN 319 532-4 V1.3.1, § 5.5 REMS - evidence set constraints.
- REM baseline: Annexes B and C set the implementation and configuration requirements for interoperable services; the standard states that it targets in particular qualified services relying on the EU trusted list system ETSI EN 319 532-4 V1.3.1, § 4.1 Introduction ETSI EN 319 532-4 V1.3.1, § 1 Scope.
What the acts apply, and how
- Implementing Regulation 2025/2162: Annex II cites ETSI EN 319 532, without a part number or version, in the row for electronic registered delivery services Annex II. The owners of conformity assessment schemes ensure that their schemes include at least the standards of that annex, as applicable, stating their year and version number Art. 6(3).
- No other act in the corpus, consulted on 31 October 2026, names this part. For the interoperability of qualified electronic registered delivery services, Implementing Regulation 2025/1944 makes six parts of the EN 319 522 series applicable, not EN 319 532-4 List of reference standards and specifications referred to in Article 2.
Error in the act
In the French version of Implementing Regulation 2025/2162, the row of Annex II and the list in Article 3, paragraph 1, point (e), refer to the provision of electronic registered delivery services, without the word “qualifiés” (qualified) Art. 3(1)(e); the corrigendum published in the Official Journal does not correct this point Corrigendum R(01) — Implementing Regulation (EU) 2025/2162; the English version refers to qualified services (qualified electronic registered delivery services), and the table concerns qualified trust services Annex II. Probable reading: qualified electronic registered delivery services.
