Summary
Purpose
European standard ETSI EN 319 532-1 (version 1.1.1, September 2018) describes the logical model and basic concepts of Registered Electronic Mail (REM) services
ETSI EN 319 532-1 V1.1.1, § 1 ScopeETSI EN 319 532-1 V1.1.1, History. Its scope begins as follows:
The present document specifies the logical model and basic concepts of registered electronic mail (REM) service.
It relies on ETSI EN 319 522-1 for everything that applies to all electronic registered delivery services, and defines only what is specific to registered electronic mail ETSI EN 319 532-1 V1.1.1, § 1 Scope ETSI EN 319 522-1 V1.2.1.
Who it applies to
To providers of registered electronic mail services and their services ETSI EN 319 532-1 V1.1.1, § 4.1 Introduction. Implementing Regulation 2025/2162 also targets the EN 319 532 series for owners of conformity assessment schemes (see below) Art. 6(3).
Key points
- A particular registered delivery service: registered electronic mail is a type of electronic registered delivery service built on the formats, protocols and mechanisms of ordinary e-mail ETSI EN 319 532-1 V1.1.1, § 4.1 Introduction.
- Three models: black box (the service as seen by its users), four corner (sender and recipient subscribed to two providers that communicate directly) and extended model (intermediate providers) ETSI EN 319 532-1 V1.1.1, § 4.1 Introduction ETSI EN 319 532-1 V1.1.1, § 4.3.1 Functional viewpoint.
- Two styles of operation: in Store and Forward (S&F), the content is delivered by value, without prior acceptance; in Store and Notify (S&N), it is first notified by a reference and delivered only after acceptance. The first style is mandatory, the second optional ETSI EN 319 532-1 V1.1.1, § 4.2.2.1 REM styles of operation.
- Interfaces: the standard specifies, for e-mail, the abstract interfaces of EN 319 522-1 ETSI EN 319 532-1 V1.1.1, § 5 REM interfaces.
- Events and evidence: the event types and evidence production rules of EN 319 522-1 apply, supplemented by requirements specific to registered electronic mail ETSI EN 319 532-1 V1.1.1, § 6.1 Overview.
What the acts apply, and how
- Implementing Regulation 2025/2162: Annex II cites ETSI EN 319 532, without a part number or version, in the row for electronic registered delivery services Annex II. The owners of conformity assessment schemes ensure that their schemes include at least the standards of that annex, as applicable, stating their year and version number Art. 6(3).
- No other act in the corpus, consulted on 31 October 2026, names this part. Implementing Regulation 2025/1944 makes EN 319 522-1, the general standard on which it relies, applicable, but not EN 319 532-1 List of reference standards and specifications referred to in Article 2 ETSI EN 319 522-1 V1.2.1.
Error in the act
In the French version of Implementing Regulation 2025/2162, the row of Annex II and the list in Article 3, paragraph 1, point (e), refer to the provision of electronic registered delivery services, without the word “qualifiés” (qualified) Art. 3(1)(e); the corrigendum published in the Official Journal does not correct this point Corrigendum R(01) — Implementing Regulation (EU) 2025/2162; the English version refers to qualified services (qualified electronic registered delivery services), and the table concerns qualified trust services Annex II. Probable reading: qualified electronic registered delivery services.
