Summary
Purpose
European standard ETSI EN 319 532-2 (version 1.1.1, September 2018) defines the semantic content of the messages and evidence exchanged by Registered Electronic Mail (REM) services
ETSI EN 319 532-2 V1.1.1, § 1 ScopeETSI EN 319 532-2 V1.1.1, History. Its scope begins as follows:
The present document defines the semantic content of messages and evidence used in registered electronic mail (REM) service.
It relies on ETSI EN 319 522-2 for the content common to all electronic registered delivery services, and defines only the interpretation and requirements specific to registered electronic mail ETSI EN 319 532-2 V1.1.1, § 1 Scope ETSI EN 319 522-2 V1.2.1.
Who it applies to
To providers of registered electronic mail services, whose interfaces must comply with part 1 of the series ETSI EN 319 532-2 V1.1.1, § 4.1 ERDS and REM data structures ETSI EN 319 532-1 V1.1.1. Implementing Regulation 2025/2162 also targets the EN 319 532 series for owners of conformity assessment schemes (see below) Art. 6(3).
Key points
- Data structures: the semantic content defined by EN 319 522-2 for registered delivery services applies to registered electronic mail; the standard says how to interpret it in that case ETSI EN 319 532-2 V1.1.1, § 4.1 ERDS and REM data structures.
- Identification of users: the identification and authentication rules of EN 319 522-2 apply; a service may also serve users whose real identity the provider has not established ETSI EN 319 532-2 V1.1.1, § 5 Identification of end entities in REM.
- Signature of messages: each message carries the digital signature of the service that produces it; it covers all the basic components present, except the service metadata ETSI EN 319 532-2 V1.1.1, § 7 Digital signatures in REM.
- Evidence: the evidence set and its components are those of EN 319 522-2 ETSI EN 319 532-2 V1.1.1, § 8 REM evidence set and components.
- Common service interface: message routing, establishment of trust and management of service capabilities ETSI EN 319 532-2 V1.1.1, § 9 Common service interface content.
What the acts apply, and how
- Implementing Regulation 2025/2162: Annex II cites ETSI EN 319 532, without a part number or version, in the row for electronic registered delivery services Annex II. The owners of conformity assessment schemes ensure that their schemes include at least the standards of that annex, as applicable, stating their year and version number Art. 6(3).
- No other act in the corpus, consulted on 31 October 2026, names this part. Implementing Regulation 2025/1944 makes EN 319 522-2, the general standard on which it relies, applicable, but not EN 319 532-2 List of reference standards and specifications referred to in Article 2 ETSI EN 319 522-2 V1.2.1.
Error in the act
In the French version of Implementing Regulation 2025/2162, the row of Annex II and the list in Article 3, paragraph 1, point (e), refer to the provision of electronic registered delivery services, without the word “qualifiés” (qualified) Art. 3(1)(e); the corrigendum published in the Official Journal does not correct this point Corrigendum R(01) — Implementing Regulation (EU) 2025/2162; the English version refers to qualified services (qualified electronic registered delivery services), and the table concerns qualified trust services Annex II. Probable reading: qualified electronic registered delivery services.
