Summary
Purpose
European standard ETSI EN 319 531 (version 1.1.1, January 2019) sets the policy and security requirements applicable to providers of Registered Electronic Mail (REM) services
ETSI EN 319 531 V1.1.1, § 1 ScopeETSI EN 319 531 V1.1.1, History. Registered electronic mail is a form of electronic registered delivery service that builds on ordinary e-mail ETSI EN 319 532-1 V1.1.1, § 4.1 Introduction. Its scope begins as follows:
The present document specifies generally applicable policy and security requirements for Registered Electronic Mail Service Provider (REMSP), including the services they provide.
It covers ordinary services and EU qualified services, but not interconnection requirements; the legal effects of the services remain outside its scope ETSI EN 319 531 V1.1.1, § 1 Scope.
Who it applies to
To providers of registered electronic mail services, qualified or not ETSI EN 319 531 V1.1.1, § 1 Scope. Implementing Regulation 2025/2162 also cites it for owners of conformity assessment schemes (see below) Art. 6(3).
Key points
- Standard built on EN 319 521: most clauses make applicable the requirements of ETSI EN 319 521, the general standard for electronic registered delivery services, or those of ETSI EN 319 401, cited without a version ETSI EN 319 531 V1.1.1, § 4.1.1 Common provisions ETSI EN 319 531 V1.1.1, § 4.3 Information security policy ETSI EN 319 521 V1.1.1 ETSI EN 319 401 V3.2.1; the corpus contains the latest published version of EN 319 401, 3.2.1.
- Practice statement: it describes in particular the identification of users, the sending and receipt of messages, the e-mail software supported and access to evidence ETSI EN 319 531 V1.1.1, § 4.1.1 Common provisions.
- MIME format: the service must allow all its users to send and receive messages in MIME format (RFC 2045 and RFC 5322); if it interconnects with other services, it relays messages in the format of ETSI EN 319 532-3 ETSI EN 319 531 V1.1.1, § 4.4 REM nature ETSI EN 319 532-3 V1.3.1.
- Two styles of operation: Store and Forward (S&F) is mandatory, Store and Notify (S&N) is optional ETSI EN 319 531 V1.1.1, § 4.5 REM styles of operation.
- Requirements specific to qualified services: in particular integrity, identification of the sender and the recipient, time reference and evidence, by reference to the corresponding requirements of EN 319 521 ETSI EN 319 531 V1.1.1, § 5 General provision on REMS.
What the acts apply, and how
- Implementing Regulation 2025/2162: Annex II cites ETSI EN 319 531, without a version, in the row for electronic registered delivery services Annex II. The owners of conformity assessment schemes ensure that their schemes include at least the standards of that annex, as applicable, stating their year and version number Art. 6(3).
- No other act in the corpus, consulted on 31 October 2026, names this standard. Implementing Regulation 2025/1944, which sets the reference standards for the sending and receiving processes of qualified electronic registered delivery services and for their interoperability, makes ETSI EN 319 521 and the EN 319 522 series applicable, not EN 319 531 List of reference standards and specifications referred to in Article 1 List of reference standards and specifications referred to in Article 2.
Error in the act
In the French version of Implementing Regulation 2025/2162, the row of Annex II and the list in Article 3, paragraph 1, point (e), refer to the provision of electronic registered delivery services, without the word “qualifiés” (qualified) Art. 3(1)(e); the corrigendum published in the Official Journal does not correct this point Corrigendum R(01) — Implementing Regulation (EU) 2025/2162; the English version refers to qualified services (qualified electronic registered delivery services), and the table concerns qualified trust services Annex II. Probable reading: qualified electronic registered delivery services.
