Summary
Purpose
European standard ETSI EN 319 532-3 (version 1.3.1, January 2024) defines the formats of the messages produced and handled by Registered Electronic Mail (REM) services
ETSI EN 319 532-3 V1.3.1, § 1 ScopeETSI EN 319 532-3 V1.3.1, History. Its scope begins as follows:
The present document specifies the formats for messages that are produced and handled by a Registered Electronic Mail (REM) service
It says how the general notions of electronic registered delivery services (user content, metadata, evidence) fit into the structure of an e-mail, and adds signature and security mechanisms ETSI EN 319 532-3 V1.3.1, § 1 Scope.
Who it applies to
- To providers of registered electronic mail services; according to ETSI EN 319 531, a service that interconnects with others relays messages in the format of this standard ETSI EN 319 531 V1.1.1, § 4.4 REM nature.
- To providers of qualified electronic registered delivery services that agree to make their services interoperable, where they use the e-mail format representation provided for by the intermediate standards described below Art. 44(2a) List of reference standards and specifications referred to in Article 2.
Key points
- Message in MIME format: a REM message is a MIME structure whose multipart body forms the signed part of an S/MIME multipart/signed message ETSI EN 319 532-3 V1.3.1, § 4.3 REM message - Structure Definition.
- Mapping of terms: a table maps the notions of EN 319 522-2 to their equivalents in e-mail ETSI EN 319 532-3 V1.3.1, § 4.2 Internet Message Format in the REM services.
- Evidence: the requirements of ETSI EN 319 522-3 for evidence in XML format apply ETSI EN 319 532-3 V1.3.1, § 7 REMS - evidence set formats ETSI EN 319 522-3 V1.2.1.
- Signatures: each piece of evidence is signed individually; the whole message is signed in S/MIME according to RFC 8551, preferably (should) with a CAdES signature; evidence in PDF format should be protected by a PAdES signature ETSI EN 319 532-3 V1.3.1, § 8.1 General ETSI EN 319 532-3 V1.3.1, § 8.2 Signatures individually signing ERDS evidence ETSI EN 319 532-3 V1.3.1, § 8.3 Signatures on REM messages.
What the acts apply, and how
- Implementing Regulation 2025/1944, Annex II: standards ETSI EN 319 522-3 version 1.2.1, EN 319 522-4-1 version 1.2.1 and EN 319 522-4-2 version 1.1.1 apply in it, together with three other parts of the EN 319 522 series List of reference standards and specifications referred to in Article 2. These three standards provide for two representations, one for AS4, the other in e-mail format (RFC 5322); for the latter, each refers to EN 319 532-3, cited without a version: metadata (EN 319 522-3), message bindings (EN 319 522-4-1) and evidence bindings (EN 319 522-4-2) ETSI EN 319 522-3 V1.2.1, § 4.1 Introduction ETSI EN 319 522-3 V1.2.1, § 4.2 IETF RFC 5322 format ETSI EN 319 522-4-1 V1.2.1, § 4 Message delivery bindings - general concepts ETSI EN 319 522-4-2 V1.1.1, § 4 Message delivery bindings - general concepts ETSI EN 319 522-4-1 V1.2.1, § 6 IETF RFC 5322 binding ETSI EN 319 522-4-2 V1.1.1, § 6 IETF RFC 5322 binding. These Annex II standards are those provided for the interoperability framework Art. 2. Regulation 910/2014 allows providers to agree on such interoperability; the framework must then comply with the requirements applicable to qualified electronic registered delivery services, which a conformity assessment body confirms Art. 44(2a) Art. 44(2b).
- Implementing Regulation 2025/2162: Annex II cites ETSI EN 319 532, without a part number or version, in the row for electronic registered delivery services; conformity assessment schemes state the year and version number of the standards Annex II Art. 6(3).
Error in the act
In the French version of Implementing Regulation 2025/2162, the row of Annex II and the list in Article 3, paragraph 1, point (e), refer to the provision of electronic registered delivery services, without the word “qualifiés” (qualified) Art. 3(1)(e); the corrigendum published in the Official Journal does not correct this point Corrigendum R(01) — Implementing Regulation (EU) 2025/2162; the English version refers to qualified services (qualified electronic registered delivery services), and the table concerns qualified trust services Annex II. Probable reading: qualified electronic registered delivery services.
