Summary

Purpose

Communication C/2026/4428, published in the Official Journal of the European Union (C series) on 12 August 2026, gives the list of electronic identification schemes notified pursuant to Regulation 910/2014 OJ C/2026/4428 (CELEX 52026XC04428). An electronic identification scheme is a system under which electronic identification means are issued to natural or legal persons Art. 3(4). The effects of notification are presented in step 1.

The regulation provides for this publication: the Commission publishes in the Official Journal, without undue delay, the list of notified schemes and the basic information about them, and then the amendments to that list Art. 9(2) Art. 9(3).

Who it applies to

The list covers the schemes notified by States; it is the notifying State that sends the Commission the description of the scheme, its assurance levels and the authorities responsible Art. 9(1). For each scheme, the list states its title, the electronic identification means under it, the notifying State, the level of assurance, the authority responsible and the date of publication in the Official Journal OJ C/2026/4428 (CELEX 52026XC04428). Each notified scheme specifies the assurance levels low, substantial or high of its electronic identification means Art. 8(1); these levels are presented in step 3.

Key points

  • Schemes from the Union and the EEA. The list also includes schemes from Norway and Liechtenstein OJ C/2026/4428 (CELEX 52026XC04428).
  • Varied levels. Some schemes are notified at several levels, for example SPID in Italy (high, substantial and low) OJ C/2026/4428 (CELEX 52026XC04428).
  • The latest entries are dated 12 August 2026, for example the Luxembourg LuxTrust scheme, at level substantial OJ C/2026/4428 (CELEX 52026XC04428).
  • A conversion to be read with caution: the Official Journal table has been flattened row by row in the corpus, and the authorities’ addresses occupy separate lines; the English and French versions of the same communication can be compared to cross-check OJ C/2026/4428 (CELEX 52026XC04428).

In Belgium

Situation checked in the corpus as at 31-10-2026.

The list includes two schemes notified by the Kingdom of Belgium, both at assurance level high OJ C/2026/4428 (CELEX 52026XC04428):

The authority responsible for both schemes is the Policy & Support Federal Public Service (BOSA), Directorate General Digital Transformation OJ C/2026/4428 (CELEX 52026XC04428). FPS BOSA presents the FAS as the service that makes it possible to authenticate end users for online access to secure public applications FPS BOSA — service page, Federal Authentication Service (FAS).

No other Belgian scheme appears in this list of 12 August 2026 OJ C/2026/4428 (CELEX 52026XC04428).
