Who it applies to

Each Member State establishes, maintains and publishes a trusted list of the qualified providers for which it is responsible and of their qualified services Art. 22(1), in a secured manner, in a form suitable for automated processing and with an electronic signature or electronic seal Art. 22(2). Member States may include non-qualified providers and services in it, provided that this is clearly indicated Art. 2.

Implementing Decision 2015/1505 sets the format of these lists: they meet the specifications of its Annex I Art. 1, which are based on specification ETSI TS 119 612 v2.4.1 and prevail over it in case of discrepancy Annex I ETSI TS 119 612 V2.4.1. The information in the list is primarily aimed at supporting the validation of the “tokens” generated by a qualified service: signatures and seals, time stamps, delivery evidence Annex I.

Key points

  • 17 providers, from Certipost to Banqup SA, each with the list of its services, a type, a status and the date from which that status applies Trusted List BE, sequence number 84 — summary.
  • Historical statuses. The list keeps services with the “withdrawn” status. Some providers now have only such services, for example Portima, Universign or IPEX Portima s.c.r.l. c.v.b.a Universign IPEX.
  • Recent entries. Several Banqup SA services have had the “granted” status since 15 June 2026 Banqup SA. At Belgian Mobile ID, two “QSCD Management” services (signature and seal) have had this status since 25 September 2026 Belgian Mobile ID SA/NV. At Kingdom of Belgium - Federal Government, the “eSign CA eID” and “eSeal CA Gov” services have had it since 19 May 2026 Kingdom of Belgium - Federal Government.
  • Electronic archiving. Docbyte is listed with a “Docbyte e-Archiving - preservation service” service with the “recognisedatnationallevel” status since 10 November 2023 Docbyte NV. Qualified electronic archiving under Belgian law is presented in step 4.
  • More recent than the FPS Economy’s readable list. The list of active providers published by the FPS dates from 19 May 2026 and does not mention Banqup FPS Economy — list of 19-05-2026, Version: 19/5/2026.
