What the acts apply, and how
- Implementing Decision 2015/1505: its Annex I bases the specifications of trusted lists on TS 119 612 version 2.4.1; where no specific requirement is set, clauses 5 and 6 of the specification apply in their entirety Annex I. The Decision prevails in case of discrepancy:
In case of discrepancies between the present specifications and specifications from ETSI TS 119 612, the present specifications shall prevail.
The annex then specifies, field by field, many clauses of the specification (scheme name, information, policy, certificates to be notified…) Annex I. The reference to version 2.4.1 comes from Implementing Decision 2025/2164, which amends Annex I; the original Decision used version 2.1.1 Art. 1 amending Implementing Decision (EU) 2015/1505 as regards the version of the standard on which the common template for the trusted lists is based. This amendment applies from 29 April 2026 Art. 2. According to its recitals, version 2.4.1 makes it possible to indicate the status of the new qualified trust services introduced by Regulation 2024/1183 amending Implementing Decision (EU) 2015/1505 as regards the version of the standard on which the common template for the trusted lists is based.
- Implementing Regulation 2025/2162: its Annex II names TS 119 612 version 2.4.1 before the list of standards per service, unlike the other standards in the list, which are cited without a version Annex II; conformity assessment schemes include at least these standards, as applicable Art. 6(3). Its Annex III requires the conformity assessment report to list the digital identities of the services according to paragraph 5.5.3 of version 2.4.1 Annex III.
- Implementing Regulations 2025/1942, 2025/1945 and 2025/1946: their adaptations of the validation and preservation standards (TS 119 172-4 version 1.1.1, and TS 119 511 version 1.1.1 for 2025/1946) replace reference [2] with TS 119 612 version 2.3.1 Annex List of reference standards and specifications for the validation of qualified electronic signatures and of qualified electronic seals List of reference standards and specifications referred to in Article 2.
