Summary

Purpose

Technical specification ETSI TS 119 412-6 (version 1.1.1, September 2025) defines the content of the certificates used by the actors that issue data to the European Digital Identity Wallet ETSI TS 119 412-6 V1.1.1, § 1 Scope ETSI TS 119 412-6 V1.1.1, History. Its scope begins as follows:

Official text · ETSI TS 119 412-6 V1.1.1, § 1 Scope

The present document specifies requirements on the content end entity certificates used by Person Identification Data (PID) providers

It also covers the providers of electronic attestations of attributes (EAA), of qualified EAA (QEAA), of EAA issued by a public sector body (PSBEAA) and of wallets ETSI TS 119 412-6 V1.1.1, § 1 Scope. PID, or person identification data, is a set of data that enables the establishment of the identity of a person Art. 3(3). The profile builds on standards ETSI EN 319 412-2 (natural persons) and EN 319 412-3 (legal persons); its main aim is to make the processing and display of certificates interoperable ETSI TS 119 412-6 V1.1.1, § 1 Scope.

Who it applies to

  • Providers of attestations issued to wallets. These attestations must comply with at least one of the standards of Annex II to Implementing Regulation 2024/2979 Art. 4(1), the annex through which the reference to the specification passes (see below) Annex II. For a QEAA, the specification also covers the issuer of the certificate, which is a qualified trust service provider ETSI TS 119 412-6 V1.1.1, § 7.1 General certificate requirements.
  • Wallet providers, whose solutions support the data issued according to these standards Art. 8.

Key points

What the acts apply, and how

The specification is not made applicable directly: the reference passes through the intermediate standard ETSI TS 119 472-1 version 1.2.1, of which Annex II to Implementing Regulation 2024/2979 makes clauses 2 to 6 applicable, subject to adaptations Annex II ETSI TS 119 472-1 V1.2.1. This annex was replaced by Implementing Regulation 2026/1731 Art. 2.

  • Dated reference: among the adapted normative references, the annex inserts TS 119 412-6 version 1.1.1 (2025-09) Annex II, which TS 119 472-1 cites without a version ETSI TS 119 472-1 V1.2.1, § 2.1 Normative references.
  • EAA and QEAA: TS 119 472-1 requires the signing certificate to comply with the EAA profile, or the QEAA profile, of TS 119 412-6 ETSI TS 119 472-1 V1.2.1, § 4.6.1 General requirements ETSI TS 119 472-1 V1.2.1, § 4.6.2 Requirements for EU Qualified EAA (QEAA). The annex does not modify these requirements Annex II.
  • PuB-EAA (attestation issued by or on behalf of a public sector body responsible for an authentic source): the annex empties the two original requirements and adds two. The signature should contain the qualified certificate; this certificate must meet clause 8 of TS 119 412-6 version 1.1.1 and contain the QcType statement of EN 319 412-5 version 2.5.1, with the value id-etsi-qct-eidaspsbeaa Annex II.
  • Clauses not targeted: among the acts in the corpus consulted on 31-10-2026, none refers to the profiles of PID providers and wallet providers (clauses 4 and 5).

Cited version

The acts cite version 1.1.1 (2025-09) of TS 119 412-6 Annex II. The index of ETSI standards in the corpus, consulted on 31-10-2026, mentions a more recent published version, V1.2.1, whose text is not in the corpus. The same annex also names ETSI EN 319 412-5 version 2.5.1 for the QcType statement Annex II ETSI EN 319 412-5 V2.5.1; the index mentions a more recent published version, V2.6.1, whose text is not in the corpus.
