Summary
Purpose
European standard ETSI EN 319 412-1 (version 1.6.1, June 2025) is the first part of the EN 319 412 series on certificate profiles ETSI EN 319 412-1 V1.6.1, § 1 Scope ETSI EN 319 412-1 V1.6.1, History. Its scope begins as follows:
The present document provides an overview of the Recommendation ITU-T X.509 | ISO/IEC 9594-8 [i.3] based certificate profiles and the statements for EU Qualified Certificates specified in other parts of ETSI EN 319 412
It also defines common data structures referred to by the other parts; the profiles target EU qualified certificates as well as other certificates ETSI EN 319 412-1 V1.6.1, § 1 Scope.
Who it applies to
- To providers that issue qualified certificates for signatures or seals Annex I Annex II.
- Indirectly, to providers of electronic attestations of attributes, through specification ETSI TS 119 472-1, made applicable by Annex II to Implementing Regulation 2024/2979: attestations issued to wallet units comply with at least one of the standards of that annex, and wallet solutions must support these formats Art. 4(1) Art. 8 Annex II ETSI TS 119 472-1 V1.2.1.
Key points
- Outline of the series: part 2 (natural persons), part 3 (legal persons), part 4 (websites) and part 5 (qualified certificate statements) ETSI EN 319 412-1 V1.6.1, § 4.2 Overview of other parts of ETSI EN 319 412.
- Semantics identifiers: they give meaning to the attributes of the certificate subject, for natural persons, legal persons and eIDAS identities ETSI EN 319 412-1 V1.6.1, § 5.1 Semantics identifiers.
- Identifier of a legal person: where the legal person semantics identifier is present, the organizationIdentifier attribute follows a defined structure: in general a three-character identity type (VAT, NTR, PSD or LEI), a country code, a hyphen and the identifier; the standard also allows a two-character local type followed by a colon and, for VAT, the country prefix provided for by the VAT Directive instead of the ISO country code ETSI EN 319 412-1 V1.6.1, § 5.1.4 Legal person semantics identifier.
- Short-term certificate: an extension indicates that a certificate remains valid because its lifetime is shorter than the time needed to process a revocation ETSI EN 319 412-1 V1.6.1, § 5.2.2 Validity Assured - Short Term.
What the acts apply, and how
- Implementing Regulation 2025/1943: EN 319 412-1 version 1.6.1 is among the standards that Annexes I (signature) and II (seal) make applicable; no specific adaptation targets it, but it replaces normative references of EN 319 411-2 and 411-1 as adapted Annex I Annex II ETSI EN 319 411-2 V2.6.1. A qualified certificate that complies with these standards is presumed to comply with the requirements of Annex I or III to the regulation Art. 28(6) Art. 38(6).
- Implementing Regulation 2024/2979: Annex II makes clauses 2 to 6 of ETSI TS 119 472-1 version 1.2.1 applicable; its adapted normative references place EN 319 412-1 version 1.6.1 among them Annex II. The specification refers to it for building the issuer’s registration identifier according to the rules of clause 5.1.4: it allows this for an ordinary attestation issued by a legal person, and requires it for a qualified attestation issued by a legal person and for an attestation from a public body ETSI TS 119 472-1 V1.2.1, § 4.2.4.1 General requirements ETSI TS 119 472-1 V1.2.1, § 4.2.4.2 Requirements for EU Qualified EAA (QEAA) ETSI TS 119 472-1 V1.2.1, § 4.2.4.3 Requirements for EU EAA issued by or on behalf of a public body responsible for an authentic source (PuB-EAA). The annex does not modify these requirements. The current Annex II comes from Implementing Regulation 2026/1731 List of standards referred to in Article 8.
- Implementing Regulation 2025/2162: Annex II cites EN 319 412-1, without a version, for the three services issuing qualified certificates Annex II.
Cited version
Implementing Regulations 2025/1943 and 2024/2979 cite version 1.6.1 Annex I Annex II. The index of ETSI standards in the corpus, consulted on 31 October 2026, mentions a more recent published version, 1.7.1, whose text is not in the corpus.
Error in the act
In the French version of Implementing Regulation 2025/1943, the title of Annex II refers to qualified certificates “de signature électronique” (for electronic signatures), like Annex I; the English version refers to electronic seals, and the regulation links Annex II to the provision of Regulation 910/2014 on qualified certificates for electronic seals
