Summary
Purpose
European standard ETSI EN 319 132-1 (version 1.2.1, February 2022) defines XAdES, a digital signature format built on XML signatures ETSI EN 319 132-1 V1.2.1, § 1 Scope ETSI EN 319 132-1 V1.2.1, History. Its scope begins as follows:
The present document specifies XAdES digital signatures.
It sets the so-called qualifying properties, signed or unsigned, added to an XML signature, their XML schemas, and “baseline” signatures in four levels. The procedures for creation, augmentation and validation fall under ETSI EN 319 102-1 ETSI EN 319 132-1 V1.2.1, § 1 Scope ETSI EN 319 102-1 V1.4.1.
Who it applies to
The only act in the corpus that cites this version is Implementing Regulation 2024/2979: it concerns the signature creation applications used by wallet units, for which XAdES is an optional format Annex IV Art. 12(2).
Key points
- XML basis: XAdES adds to an XML signature properties that meet common needs, such as long-term validity ETSI EN 319 132-1 V1.2.1, § 1 Scope.
- Four levels: B-B (properties added at signing), B-T (token proving that the signature existed at a given time), B-LT (validation data included) and B-LTA (time stamps that allow validation long afterwards) ETSI EN 319 132-1 V1.2.1, § 6.1 Signature levels.
- Schemas: the XML schema files are given in a normative annex ETSI EN 319 132-1 V1.2.1, Annex C (normative): XML Schema files.
- Framework targeted: the standard states that it targets in particular the simple, advanced or qualified electronic signatures and seals of Regulation 910/2014 ETSI EN 319 132-1 V1.2.1, § 1 Scope.
What the act applies, and how
Annex IV to Implementing Regulation 2024/2979 sets a single mandatory format, PAdES, and a list of optional formats; XAdES 1.2.1 appears there for signatures in XML format, as a whole standard, without adaptation Annex IV ETSI EN 319 142-1 V1.2.1. Signature creation applications must produce at least the mandatory format Art. 12(2); they may be provided by wallet providers, trust service providers or relying parties Art. 12(1).
Implementing Regulation 2025/2162 cites EN 319 132-1 without a version, for the recording of electronic data in a qualified electronic ledger; scheme owners ensure that their conformity assessment schemes indicate the year and version number of the standards chosen Annex II Art. 6(3).
Cited version
Implementing Regulation 2024/2979 cites version 1.2.1 Annex IV. The latest published version is 1.3.1 (July 2024) ETSI EN 319 132-1 V1.3.1, History, which Implementing Regulations 2026/248 and 2025/2531 cite Annex I List of technical specifications and reference standards for qualified distributed electronic ledgers. According to the history of version 1.3.1, the intermediate versions added in particular a validation data property (AnyValidationData) ETSI EN 319 132-1 V1.3.1, Annex E (informative): Change history.
